Fuel and energy resources (hereinafter - FER) - The totality of all natural and converted fuels and energy used in economic activities (including water as an energy resource in the housing and communal services system). Energy saving is the implementation of legal, organizational, scientific, industrial, technical and economic measures aimed at the efficient use of fuel and energy resources and the involvement of renewable energy sources in the economic turnover. The energy saving potential is the amount of fuel and energy resources that can be saved as a result of the implementation of technically possible and economically justified measures aimed at their effective use and involvement in the economic turnover of renewable energy sources, provided that the anthropogenic impact on the environment and the natural environment is preserved or reduced. Renewable energy sources are energy sources that are constantly renewable in a natural way due to physical and chemical processes of natural origin.
